ってエラーが出た場合は
ドキュメントルートのフォルダ
例えば、htdocs やpublic_htmlのフォルダのパーミッションのせい
766とか設定されているとなぜかだめなようだ。
パーミッションが緩くてもだめなのか？

755にすると解決。
